The state body tasked with documenting the events and effects from last winter’s federal immigration enforcement surge in Minnesota released its preliminary report on Friday.

Formally known as the Governor’s Council on Recording the Truth of Operation Metro Surge and Operation PARRIS, the Minnesota Truth Council was born out of a March executive order from Gov. Tim Walz.

The preliminary report outlines the immigration enforcement surge directed by President Donald Trump and his administration as violent and discriminatory, leading to millions of dollars in economic loss in Minnesota and untold disruption to childhood health and education.

“Fear, disruption and the ensuing psychological trauma are substantive harms, not merely side effects,” said Peter Cahill, a retired Hennepin County judge who chairs the council. “The impacts include school absences, lost wages, reduced health care access, business losses and social isolation.”

Cahill also wrote that the council found the federal government’s actions “violated the U.S. and Minnesota Constitutions and laid waste to due process and the rule of law.”

But the preliminary report also recounts the actions of a resilient community that raised millions in mutual aid and coalesced in brutally cold winter weather to protest.

“Minnesota’s response is a model to which the world can look to when facing the darkest of days, a model which we very well may need again,” Cahill said. “As the council heard, violations and abuses continue across Minnesota. The ongoing fear, threats of retribution and aggressive immigration enforcement by the federal government persist.”

The council crafted the report after multiple listening sessions around the state and collecting data from multiple organizations.

The preliminary report can be read on the council’s website. A final report will be released Dec. 1.
